I am directed by the Lords Commissioners of

His Majesty's Treasury to refer to Mr. Ellis's letter of

the 14th February, 1930 (72703/30), and to enclose herewith a copy of a letter dated 17th instant from the Chartered Bank of India, Australia and China, stating that they have authorised their Manager at Hong Kong to increase his Note Issue up to $26,000,000, and have also authorised the Note Issue in North China to the total amount of $3,500,000, making in all a total of $29,500,000 allocated against the $30,000,000 authorised

by Charter.

My Lords will be glad to be informed whether Lord Passfield has any objection to, or comments on, this increase, which for Their part They will be

prepared to approve.
